Will not release control of owners security system without charging a large fee Ripoff

Counterforce, USA, without the owners permission, had a privately owned security system programmed for a temporary tenant and began monitoring it. When asked by the owners to return control of the system to the owners after the tenants moved, they refused unless the owners paid a large disconnect fee.
