Ripoff charge $100 just for a lowball Phone quote even if not accepted

Ipoff:

I called Dennis Block Assoc. For a UD quote as a landlord, they quoted $400 on phone and faxed me a small print contract quote for $800.

They billed me instantly for $800 for the unaccepted quote.

They don't speak with you until you prove you have a credit card number to pay for their service. If you don't accept the quote they charge you $100 of the $800 for the a lowball quote

Block said "I don't work (sic) for free" "Even if you would have said no to our quote in an hour, instead of 2, I would charge $100."
