Holding 1.9 Million dollars for ransom

The other day I received this official looking notice in the mail. It was a 'Locate to Deliver Notice'. With that came a 'Prize Data Document' stating that NPRC was trying to deliver me 1.9 Million dollars and all I had to do was mail them a check for $20.00?
Give me a break!
