Did not honour refund policy -broke verbal promise - no return phone call - no honour toronto ontario

Signed up online for a group event september 14th pre-paid online using VISA. The event was cancelled. Grant from Street Car Party said he would refund my VISA. I said 'thank you' then waited about 5 weeks. My VISA card was never credited with the refund. I followed up with a phone call and got an answering machine. I called from my work place (a separate phone number) and got ahold of Grant. He asked me to call back in a few days when he wasn't as busy. Ever since every time I've tried to call back I've gotten the answering machine. Over the past 6 months I've left several messages and sent the odd email but it's clear that street car party has no intention of refunding the $42.16 they owe me.
