Broken-in top of apts no-maintenance team supervisor attempted to repair the

Issue he was not able to repair it and he didn't contact any plumber since he worried to invest money nevertheless he attempting with new employees for inexpensive work to repair it.

I really donot understand to whom I hve to criticism about that issue like government company therefore please allow me to understand as well as supervisor is reacts like rude and road team guy.
