No heat in apartment

I haveasked on numerous occassions to get the heat on consistently in my apartment.

I get heat sporadically in my apartment.

I have told them on numerous occassions to get it fixed.By NJ stste law, the heat is to be on from Oct. 15 through the beginning of the New Year.

Please help!
