Sent Delinquent Notice Without Renewal Notice

I received a delinquent notice from DMV for my vehicle registration and is charged a late fee but the problem is they never send me a renewal notice. Now I am stuck with paying a high penalty fee. Is this the new way for the state to steal money from us?
