What is the difference between an ordinary average thief and a government thief employed by USPS?
Answer: The ordinary thief will not charge you for the service of stealing - if you want a USPS employee to provide the service of theft to you the organization will charge you for that.
We paid about $ 12, - for a USPS Flat Rate Box, sending some exotic food (fruits and snacks) to my wife's sister in Georgia. We had paid about $ 20, - for the contents. About a week later we received a large envelope with the empty box inside. It had clearly been cut with a sharp knife, the Flat Rate Box seals are made of a special glue that is permanent. Once a Flat Rate Box is sealed it has to be destroyed in order to open it. So someone took a knife, cut the box and took the contents out. We don't know if that person was actually interested in exotic fruits and snacks but maybe he (or she) was expecting something more valuable.
All the information that came together with the empty box was "we found this empty box" - no information where this box was found, on what day and time.
This is how USPS handles cases of theft, looks like they know what is going on and they don't care.
