Marked the tires on my vehicle and one other that was legally parked and did not marked any of the other vehiles on the street or in the neiborhood

My vehicle was parked in front of my house on1-13-09 and was marked for ticketing one other vehicle was marked. Iunderstand that after seventy two hours you can be ticketed but that applies to all vehicles in a given neibour hood and not a selected two. Is that not discrimination?
