I was passing through Rio Rancho (a suburb of Albuquerque) when a police cruiser obviously noticed my out of state plates and started following me waiting for me to do something he could pull me over for. After several miles he decided to pull right up next to me instead. It was his good luck that my non-functioning shoulder harness was not on. Obviously he pulled me over and started to site me for not wearing a seatbelt, even though my lap belt was clearly on when he came up to my car. I explained to him and demonstrated to him that the harness was not working properly, and that it would be more dangerous to wear the malfunctioning harness. He was too stupid to offer an opposing argument, and simply told me that it was state law that I had to wear the harness... Even if an improperly functioning harness could possibly decapitate the driver.
He wrote me a ticket and told me to take it up with the judge. When I called the courthouse to schedule an appearance, I was told that it would take at least 3 weeks. Well, I live over 500 miles away. The cost of gas and hotels to return to this dirty little town would exceed the cost of the ticket.
So I had no option but to pay the $150 waiver, just as the mexican police offer expected when he honed in on my out of state plates. This is how this filthy little city generates its revenues.
If you are passing through New Mexico with out of state plates, DO NOT GET OFF THE INTERSTATE ANYWHERE NEAR RIO RANCHO!!!
