Windows 8 Phone Gets Poor Signal South of Redding, California

I just bought a new phone with windows 8 and my old old phone gets better service than my new one. I live 20 miles south of Redding California. When will you have towers closer this way. I get great service in Redding. I am really thinking of going to Verizon.
