Twin River Builders
Theft of Grant Money and Services

We learned of Brian Turner, Principal of Twin River Builders through a decent and caring contractor of ours. Because of the economy and our age, money is not a commodity in our household so every penny we get we use it as constructively and wisely as possible.in June our mortgage company granted us $10,000 which we planned to use for a new roof, windows, and doors for our home. On or about June 12, I gave Brian Turner a check in the amount of $4,775 (one of two installments) to begin the improvements according to his proposal. He stated to me that he would commence work in approximately two weeks as he had to order the material, metal, supplies, etc. Two weeks went by so I called Brian to see what the status was. He told me that he was ordering the supplies and would be there next weekend. Suffice to say, this went on for weeks. The first lick of work I saw being done on the house was the roof during the last week of August. The windows went in the first week of September. We did receive one full view front door. He also advised us that the windows were warrantied for life and when we asked him for the paperwork on several occasions, he kept telling us he had them and would get them to us. Come to find out, he purchased them from Window World who told me directly that the windows were only warrantied if they were installed by their technicians which thereby invalidated our warranties.

During the middle of September, Brian Turner told us that he was getting desperate for money so we took him on his word that he would finish the job if we requested the other installment and paid him. We also paid him on that day an additional $2,500 as a good faith gesture which was allotted for a Phase 2 home project he agreed to take on as well to help him again with supplies, materials, etc. The second installment for Phase 1 came in a couple of days later which we promptly paid him. We agreed then that the work for Phase 2 would begin the first week of November to allow him time to finish another job he was working on. Another week went by when we were told by Brian that he would be unable to commence work until mid to late November which is when we asked for our money back.incidentally, we gave him numerous opportunities in the past to back out of the work so we could hire someone else and he insisted that he wanted to do the work. We spent a week or so trying to get the $2,500 back and he had every excuse as to why he could not return it from "my accountant told me not to give it back because I would have to pay taxes on it" to "it is not your money." He decided to tell us that it was not our money because it was a government grant. Because of this comment, I filed a complaint with the Better Business Bureau which he has failed to respond to as of late yesterday afternoon (two weeks later).

So as it stands, Brian Turner and Twin River Builders gave us, in my opinion, approximately $5,000 worth of materials and labor in five month time period and was paid in full ($9,550) for a job he never completed and left an unsafe mess as well as an additional $2,500 dollars for work he never began or purchased supplies and materials for totaling $12,050 making off with $7,225 of which $2,500 he was never entitled to in the first place. He constantly had excuses as to why he could not do the work until a later date. This became a regular habit of his. We believe that he used our money for his personal gain rather than for our projects and when we finally called him out on it, he treated us like we were complete low-life’s and less than desirable. Brian Turner and Twin River Builders uses questionable business practices and treats his customers as though they are his personal banker and when the chips are down refuses to be held accountable for his criminal actions.
