Threating tactic to scare people and doing fraud on paid-off debt

This debt collecting company tries people to pay unknown sum of money arguing it is a settlement. Even if have paid off the debt, they will come back and ask for payment for unspecified reasons.
They use robocalls, threats, etc. To scare people on the phone.

Very dangerous.
