Charged 33.99 US Dollars for Music File Never Received

I was ordering a music file via PayPal. They just sent me an invoice for the amount of 33.99 US dollars. This was taken off my credit card. That fact really happened. But I never got the product I was paying for. So money was charged from my account, but I did not get the product I was paying for.
