Ridiculous policy of verizon wireless premium retailer!

On august 28th, i went to burlingame verizon franchise store, located on burlingame avenue. Purchase an IPhONE 4.. What i have been told about the policy, "Yes, i could EXCHANGE the phone with in 14 days... But..."i cant return it"... Well, i understand! On sept 2nd OR five days later, i change my mind to go back to the store and exchange the IPHONE 4 to IPHONE 4S... I went in, and they said.."I CANT EXCHANGE OR RETURN IT" OMG, OMG... I was pissed!!! I askd if any other way to do exchange, they still said, NO! Again, i asked if i can talk to the manager... They called the manager, and his answer was a NO! I can't"! Wtf with this stupid policy, i just cant believe they CAN'T give you any chance to do exchanges with in 14 days... Its totally UNFAIR / RUTHLESS!!! Is there any SOLUTIOn to this kind of RIdiculous policy? I still want to exchange my phone to IPHONE 4s!!! Please help!!!
