Charge of 9.99 showed up on one of the cell phones in our family plan. Apparently a member of the family received a text message that she won an ipad3, clicked on the text, then was "signed up" for 9.99 a month for some alert service, she texted back "stop" but the charge was not removed.
We have sprint so I was able to have the charge removed thru sprint and I placed a block on all third party service charges (hopefully this works—will be checking all of the bills carefully).
Good luck all other cellphone company clients, hopefully your company will block these bogus charges as well.
