Worst possible customer relations - contacting customer service

Ttempted to get in contact with a Management level employee from TWC and was cut off 4 times while on cell, and put on hold for a total of 123 minutes on my cell phone. I went to a local TWC office and was informed there was no manager working in that office. The employees have a serous problem speaking english so it can be understood.
