Wallet Stolen in Mexico, Then Billed 15,000 on Unknown Card

I told them and three credit bureaus that my wallet was stolen while I was in Mexico. The usual Mexican police issued an illegible receipt explaining what happened. Now Citi wants 15,000.00 for charges on a card I never heard of, and I am not responsible.
