Charged for gas not received

Had 2 gas cans to fill. Mine & my mother's. She wanted to pay cash for her's so I gave the man $18 so he could set the pump. When I went to pump the gas it was not reset so I went to the pump on the opposite side (thinking he reset that side) but it also was not reset. I returned to the opposite side and finally he reset the pump. I pumped $18 and it shut off. No problem at this point. I then put my debit card in so I could fill MY gas can. It took with no problem but halfway into flling my can, the man came out and asked me, "What are you doing?" I said, "Filling the 2nd gas can using my debit card." He then said I owed him $4.80 from the pump on the opposite side. I explained nicely that I had not gotten any gas from that side. He again insisted I owed him. I ended up going inside and again asked him why I would owe him $4.80 for gas I DID NOT GET. He said it cost him to turn the pump on and off again. This made absolutely no sense to me. I gave him $5.00 and left because I could see he was not making any sense and I was getting nowhere. I would like to have my $5.00 back and renewed confidence in BP & Quick King.
