Booked a tour for 3/21 for $130. Pre-payment in full with credit card was required at booking. Three hours prior to tour, owner called my hotel and left a message with the desk clerk (he had my cell phone number, so I can only infer he was avoiding me) and stated that due to a family emergency, the tour was cancelled. Additionally, he has a NO REFUND policy and was keeping my money. I called him back and continuously repeated "no refunds" and then hung up on me. He has not replied to a follow-up e-mail either. I live more than 260 miles from Dubuque and have neither the resources nor desire to return to the area. He didn't provide the service as promised and has also kept the $130. I want it refunded immediately.
