Water shut off

The water department change my account number I was not aware of the change until my water was shut off for non payment, the payment was due on 02/12, the payment was bill pay on 02/02, they had have the money until march 5 and they never credited to the new acc, until I called them to complaint about the water shut off, they told me that the water will be reinstated the same day, as a today tuesday the water still off I called them many times and the answer is the same that they will send a tech to do it, my family member that lives in the house is disable and it has been with no water for two days, and in top they want me to pay late charges because it was not paid on time and charge me a reconnection fee in top when they have the money for over 1 month and they never returned to me if it was on the wrong acc number.
