Took money from someone on social security and never received the visa card that was promised

I received a letter in regard to receiving a visa credit card. I sent in the fourty nine dollars using

A money order. I also kept the receipt. I want my mney back. I am tired of being ripped off.

I sent the money in good faith and nrver again. I will be mre careful in the future.
