My 90 year old mother receives solicitations from them with fradulent messages on the front of the envelope to get her to open them such as "Overpayment received". They pick a particular legislation that the unsuspecting senior might be interested in (such as social security) and then come up with a fradulent bill that they need help in opposing (some bill that will take away their social security, etc.) and ask for money to help protect their social security.
They are also commiting postal fraud by using a non-profit org.US Postage PAID TDS 20166 stamp to mail their scam out free.
