Williams On Line, took 19.98 From My Checking Account

I applied for an on-line loan, but I did not sign any papers. They were suppose to put 100.00 in my account, but they never o.K. The loan, and I did not authurize them to take any money out of my account. When I went to the bank to find out why my account was debited 20.00, they told me the debit came from Williams on-line. What I don't understand is why they are able to still be on the internet scamming people. Thank you Ida Height
