Unacceptable Service SPVSR, Service Interruption & Fee

On 8-31, my husband spoke with Joann & made payment of $50 for phone service. Payment arrangement of $15 due on 9-9, on 9-23 and 10-7. I Made 3 attempts on 9-9 to make payment of $15 as promised at approx 6:15pm, 6:17pm and 6:20pm. I Kept getting the automated service which would not let me make the payment. It kept asking for the full balance to be paid. The service office was closed. However my billing statement shows hours of operation from 8am to 7pm. I called today 9-12 to restore the phone service and make the payment. I spoke with Vickie she refused to honor the arrangement or restore the service then hung up on me when i kept asking to speak with a manager to get the issue resolved while i was on the phone.
