Phone returned as working, charged 60 dollars for months

My phone would not hold a charge company told me to return phone @ they would repair it or send me anew onethey returned it said nothing was wrong after 3months they want 60.00 for3mos. That the phone did not work they will not return my phone until i pay that 60.00. I consider that black mail
