I have been trying for three years to get the city of North Miami Water Dept to read my meter but every time i get a bill it says reading has been "estimated." The first lie was that the gate was locked. My gate is always open. We are home most of the time. I refuse to pay an estimated bill when they can read the meter. Please help.
