For a company of the standing as that of Citi, they present a shameful picture in India. Though being a privileged card holder myself, I have been the unwitting victim of their no-holds-barred marketing calls - at the minimum, half a dozen in the day - each claiming to offer me great loan deals - I have now registered in the DND database and yet not confident these guys will ever clean up their system.
If the situation doesn't improve, I plan to personally visit the Ombuds Cell of the Reserve Bank of India and lodge a strong complaint.
Interestingly, there is no privacy escalation contact available on their global website - so much for being customer-friendly (sic).
