Fraud, rip-off, failed to send product or send refund, waiting more than 4 months, Internet, Televison, internet, nationwide, tv

I ordered a Diamond/Sapphire ring on Sept 11 03, it was to arrive in 4-6 weeks, nothing arrived, I called, they said it was in "process", I call a week later, they said it would be one more week, by Dec 4th since I had not received anything, I cancelled the order, they said the refund would take 30 days, It has been over almost 2 months now, and still I do not have a refund. I feel it was fraud, and a scam, they never intended to send the ring, and now they never intend to send the refund. I have called many times and always the same story, "its in process. These people should either make good, all the people they have ripped off, or the should be closed down for good,
