Took my money and didn't send the materials

I am sending a report for this company because i sent my money and i have not received the materials that i sent off for. I don't have 26.00 to just give to anybody. I was just doing that because i am trying to get some free money from the government to buy me a car and go back to school. It is something that can be done i know.
