High Desert Village is a beautiful property in a great community in North Scottsdale, but it is completely mismanaged. The management will seem nice at first and view are great, but this place is run by P.B. Bell Asset Mangement and they are about as corrupt as you can get. They only care about profit and not about ethics, morals, good business, your health, happiness or safety.

The management routinely lies, engages in fraud and uses strong arm methods to collect money from vacating tenants that the tenants do not owe. My friends had to sue in court before P.B. Bell would return their security deposit and stop the treats of lawsuits and ruining their credit. I am finally filing actions against them in court after trying to resolve disputes with their office over charges I do not owe.

If you rent here you will most likely spend a year fighting them, their attorney Andrew Hull, their collection agency Canyon State Professional Services before having to go to court too. Or you could just pay them whatever illegal, fraudulent charges they make up at the end of your lease. Ask yourself - is it worth it. I have heard of many many tenants having to resort to litigation or threats of litigation after move out.

I think P.B. Bell just sees it as another way to make money. When you vacate, they keep your security deposit and try to bill you for whatever they think they can get away with. If you don't pay they have their attorney Andy Hull send you letters threatening litigation and then send you to collections. Who is going to take the time and the energy to fight them? They figure most consumers are too busy, too lazy or don't have the knowledge or resources to fight. Your credit report gets hit and when you go to purchase a home or qualify for another type of financing - you will be forced to pay them. Nice little game to extort a little more money from their tenats.

Andrew Hull is their hired gun. He sends threatening letters saying that he will taker you to court unless you pay the fraudulent bill, but he doesn't - which violates the Fair Debt Collection Practices Act. Here is his info. He even has a website.

Canyon State Professional Services is their collections agency. Who must have no clue when it comes to the FDCPA and the FCRA, because they clearly violate these laws in reporting an unverified debt and contiunuing to send collection notices once they recieved a notice to validate.

If ripoff report would like to put me in touch with a local attorney I believe I have Andy Hull, Canyon State, all three credit agencies for $1,000 each in punitive damages. And as for Class Action, I found some interesting cases with very large judgements against attorneys who act as collection agencies by sending out letters threatening litigation when they do not intend such action - they are just lending their name to the letter to scare consumers.
