Denial Letter Statement has False Information in Regards to my House

I applied for Weatherization Program last year. Finally came out in 2/10. Funding priority given to physically disabled residents (repeat-edly high utility bills). Husband on SSI. Attic insulation, sidewall insul-ation, solar window screens, replace inefficient fridges, etc.inspec-tion day arrives. Was informed that "Presssurization Test" (no info. Whatsoever in regards to), could not be performed due to drop ceil-ing & pecky pine ceiling in back of house. I Was told to "Hire some kid for $25- & put drywall up in these areas before work could be done"! I appealed! 3/26/10, was sent reason for denial: "The build - ing structure or its mechanical systems, including elec.& plumbingare in such a state of disrepair that failure is imminent &conditionscannot be resolved cost effectively". False statement about house. Sent 2nd appeal to Exec. Dir.- no response as of yet. What does press. Test have to do with fridge, solar screens, sidewall insul, etc. False advertising for financial assistance for low income home-owners. Qualifications say nothing about passing press. Test in website. My house is "not" in a state of disrepair as stated in appeal let-er.insp. Report not attached to letter as stated. Requested report. To this day, I have never received it. Won't verify their statements. My file will be in a pending status for 90 days as of 3/26/10. At the end of that period my file will be closed. If I could afford to drywall 1/2 of my house's ceilings, I wouldn't need to apply for programs such as this, would I! I am very disappointed with this organization. It seems that they deny more low income people than they grant, according to the 10 different reasons on their denial letter. I was granted insulation from the Ft. Pierce Weatherization program in 2009 and they did not require a "Press. Test! They told me that I needed at least an additional foot of Insul.in my attic, as there wasalmost none up there & also, none in the sidewalls & that is why my house has such high elec. Bills in the summer. I also wrote to the U. S Dept of Housing & Urban Dev.in Wash. D.C.in regards to both of my appeals. I have no $ to sue.
