IRS Refund Check Declined

Attemptedto cash an IRS reimbursement check at H.E.B. However it was rejected by Certegy. After I named Certegy, the automatic program mentioned it had been "randomly rejected." My own check cashing methods (which the corporation is famous forgiving reason behind decreasing) has nothing related to cashing an IRS reimbursement check. The corporation is requesting a-class action suit!
