Escrow Fraud. Did not return the $2000 I put in escrow when programmer filled to complete the project, did not submit one line of code

I signed up to scriptlance and deposited $2000 in Escrow thinking an Escrow payment meant if the programmer didn't complete the project, funds could be returned to me. Wrong. Scriptlance said that if the dispute doesn't arise within 30 days, the funds can't be returned unless the programmer chooses to release them. So basically they keep my money and the programmer doesn't complete the project. They make money off of failed projects. How many millions have they made?
