Investigation Summary of Laipac TechReport Date January 26

It appars that global had a plan, a 57 page buisness plan and a dream, one company, one man, one product to make millions of dollars

Laipac Tech of 50 West beaver Creek Road, Richmond Hill, ON, Canada has been in business since 1999. They claim to be one of the 50 GPS leaders in the world and have thousands of customers worldwide along with Fortune 500 companies. The CEO Diego Lai communicates that Laipac holds patents and trademarks in the tracking device industry. Global Security Tracking Inc signed a contract to be a distributor Giving Laipac $36,000 deposit for products along with $1,000 deposit for software/protocol 18 months ago for selling 3 new products: S-911 Bracelet Locator, satellite to satellite star finder AVL Orbcomm GSM/GPRS and the s-911 Camo Tracker. All three devices were to be ready to purchase & distribute 3rd quarter of 2009. Global Security Tracking, Inc. Acknowledging 3 great new products invested over $310,000 in marketing the device and over $100,000 traveling around the world to promote the product. Global Security Tracking invested over $500,000 in Laipac, which is documented. Also learning several other companies that did the same. Global Security Tracking, Inc. Communicated to all of its contacts throughout the world they were going to have available a new product like no other in the industry. Only to find through investigation the following: 1. No fcc or ce approval for the s-911 bracelet locator. Global Security Tracking Inc cannot sell or distribute any product without the FCC & CE certificate approved. Each unit must obtain the FCC Certificate which is located on the back of each unit/device (white sticker with a series of numbers) in order to be shipped and distributed in the United States and throughout the world too customs. The CE is approval for Europe and the same rules apply as the FCC without the approvals the product will not reach the buyer. Laipac promised this would be complete by 3rd quarter of than by Dec later communicated early next year 2010. As of Jan still no FCC or CE approvals. This product cannot be sold/distributed in the United States or anywhere in the world. Laipac states through advertised, brochures, e-mails, online web sites. That Laipac is currently holding the patent for the S-911 Bracelet, have approved FCC &CE. We learned that Laipac doesn’t have the patent nor is there a patent panting nor is the S-911 Bracelet FCC approved by the Canada Government. NO FCC, NO PATANT, to this date 01-28

2. Laipac is not the manufacture nor is it being made in Toronto Canada as marketing material, e-mail communications & on line web sites advertise. When we asked to visit the production line we were told it is the company policy that no one be allowed in this area, they had no proof that the product was being manufactured in Toronto Canada. Laipac also stated verbally that the manufacturing location was now 30 minutes from there Richmond Hill, ON Canada office. Through investigation the product is being made in China. We also confirm that the S-911 Bracelet is not being made or manufactured in the country of Canada period.

3. No Patent for the s-911 bracelet locator with/without the security band. Laipac states in power point presentation (March 09), brochures, online web sites, e-mails and verbally that the devise is waterproof which is false, has a tamper proof (built in flex circuit) security band with a mechanical lock which is not available for demo or sale as of January 25 as stated in advertisement. The product S-911 bracelet locator without the security wrist band is only available as a demo in the US. The Bracelet is still not available to this date 01-28

4. No Camo Tracker. The Camo Tracker should have been available 3rd quarter of 2009 as advertised by Laipac through brochures, e-mails, online web sites as well as verbally. This product is not available nor did it reach production. NO PATANT

5. No satellite to satellite Star Finder AVL Orbcomm GSM/GPRS product available nor was it even in production. This product was advertised through brochures, e-mails s, online web sites and was communicated verbally. The product does not exist. NO PATANT

6. Software not available. Global Security ordered two demo’s of the S-911 bracelet locators. Usually when you order devices of this nature it includes in the box, instructions, user manual in the form of a CD. There were no instructions. After communicating that to Laipac they e-mailed a user's manual and configuration utility SW on Jan 13.in order to activate the bracelets for testing. They informed us to get a Local Data/Voice SIM card and subscribe to their web site LocationNow.com services to test and locate the device being tracked on the map. Our IT Department followed the instructions supplied by Laipac and could not get the devices to program. The devices are useless without the protocol.

7. No Protocol - With the devices not working. Only to find out, if Global Security Tracking own its tracking server it would be possible to integrate the device with Global's server using Laipac Protocol. The cost of the protocol is $1,000.00 and is expected to be ready by the end of January. Laipac also stated the two devices that where send to Global and the two device send to me Wendy all four where suppose to be working. All four devices did not work. Shortly after placing a phone call into Laipac….. Laipac stated just show the device you don’t have to track it? Laipac failed to deliver a working demo for the s-911 Bracelet Locator. Protocol is still not available to this date 01-28

8. Availability of the S-911 Bracelet Locator. Laipac lead individuals & companies to believe the new product would be available to sell and distribute by the thousands and in large quantities by 3rd quarter of 2009. On several occasions we have asked the availability of the S-911 bracelet locator by units. Through e-mails we have been given several answers from 2-4 4-6 weeks, 14-16 weeks from the purchase order.in an e-mail dated November 11 it states certain quantities for trial are available but distribution of volume not until Dec 09. Throughout a 3-month period several phones call where place into Laipac 119 to be exact most of them go unanswered, app, 22 voice mails and app, 50 plus emails. To get the truth about their products and delivery time... Every phone call, Every email, and Every text was different. “One lie after the other” Due to the S-911 Bracelet not being available to this date 01-28 and app, 8-9 month ago. Global is losing app, $100.000 a month. Throughout Global dealing with Laipac. Global obtain 44 distributors that marketed Laipac products on their web sites and spend thousands of dollars advertising, Global had 17 country that they were currently looking at a long term business relationship with, three pending contracts with global company’s and two active 5-year contracts with Brazil and the Brazilin Government. Global also hired two marketing company’s, one global marketing, mass mailing and mass marketing and the second was marketing Laipac products in the 5 largest store in the United State. Wal-Mart, Staples, K-Mart, Sams Club, BJ Wholesale and ToyRus….. Global estimates in a three year period netting app, 6-six million dollars with a 57 page business plan. Please see attachments.

9. Miss allocated funds. When placing a purchase order for product Laipac charged Global Security Tracking Inc's credit card without authorization. The funds should have been taken out of the deposit as stated in the contract. The Credit Card was suppose to be used for software $2.00 per month per device period. However Laipaic took out $7.00 per device per month on an AVL demo Global purchase for testing only…

10. Will not refund deposit. Global Security Tracking made several attempts, 22 plus telephone calls and left 7 voice messages and 17 emails regarding Global deposit finally having the opportunity to speak with Ken and PJ both stated that Laipac had mailed the $36,000 in December. Unfortunately Global security Tracking did not receive a check which prompted Global to consult with a Canadian Law Firm and contact the BBB along with the Attorney General's Office to file a complaint.

11. Five Clients. Laipac would not sign an exclusive contract in the U.S.A. Or any other country so in good faith Global Security Tracking forwarded their contact list in a doc file to Laipac so there efforts would not be duplicated. Laipac communicated to Global that they have a data base that will cross reference both lists. Global's list included companies and individuals from around the world, only to find out that Laipac was doing business with 5 of them.

12. On file with the BBB there are 122 complaints against Laipac Tech.
