Goes on to say I have a lump sum pay out and their firm has been secured for, the percentage surcharge to be paid as commission on your winning prize to the Lotto Regulatory Board

Blah, blah, blah the hook is the enclosed check which is real looking enough. Company and address on the check is Luton Enterprises, LLC, 4820 Massachusetts Blvd, Atlanta, GA 30337 (which happens to be a La Quinta Inn according to Google Earth).
End of story definite SCAM. According to similar report (http://usacomplaints.com/reports/0/257/RipOff0257765.htm) after deposit one is to send funds to obtain the remaining winnings. NOT! Don't fall for this.
