Sent a suspicious letter in the mail

I got a letter in the mail from Canada with a return adress PO Box 6548 MTL, QC H3V1K4. This letter stated the it was RE: AWARD WINNING NOTIFICATION.
It claimed that I was one of the winners of a draw held on Monday April 24th and that I was selected through the computer ballot system drawn from 149,000 telephone numbers and utilities bills of the individuals who sign up for the services. This letter also gave me a ticket number with the serial number that emerged as one of the winning tickets. Therefore giving me a lump sum pay out of $46,500USD cash, which is the winning payout for the series from total prize money of $25,234, 000.00 shared among the winners.
The letter also stated that the firm has secured for the pecentage surcharge to be paid as commission on your winning prize to the Lotto Regulatory Board, saving me the trouble. A check for $4,918.00D enclosed covers the charges/fees required to be paid, prior to receiving your winning. Keep winning confidential until you prize money is received to avoid mutiple claims.
Last of not least it asks to call a payment coordinator Mrs. Anita Myers or Mr. Michael Simmons at 1-514-625-4287 as soon as you receive this notice to assist you in finalizing the payment process.
If any one can confirm that this not a scam and you cashed the check with no problems UNBELEIVABLE!!!
