This is a Scam. How do we know? This was addressed to someone who has never paid a utility bill or a phone bill... The envelope is from "PO Box 52654, MTL, QC H4m 1X5." Had a "Canada Stamp" on it. It also said "Fraud - Prevent It!" "La frauds - Prevenez - la!" "090306 18:34 H4T 1AO 103"
We called The Alaska Federal Bureau of Investigations and verified this, as you should as well. Research, research, & research everything possible. If is to good to be true, then its probably a Scam, Scam, & Scam. This just shows that people will do anything for money especially during these times. Please do not let your friends and family fall for these scams. We called the number and it was answered by Mrs. Myers - we hung up.

You have therefore been awarded a lump sum pay out of $46,500USD cash, which is the winning payout for the series. This is from total prize money of $25,234, 000.00 shared among the winners.
