Blatant disregard for patients

I neeed a referal to an eye especialist at the UW opthalmoloy department for an emergency procedure covered by my insurance. I called the clinic and was told that I needed to make an appointment with a doctor at the clinic and the earliest available date was late in March (in about a month). After communicating this to my insurance company (HealthFirst) the customer representative from HealthFirst, in a very prompt and efficient manner talked to the clinic and manage to get me the appointment the same day. The clinic told the representative that I had to be there ONE HOUR ahead of the schedule time "to fill out the papers". I got to the clinic at 2 P.M. For the 3 o'clock appointment only to learn that I didn't have to fill out any paperwork because i was already a patient there. I waited 'till 3 o'clock for the appintment and after the routine check-up by the nurse the doctor came in and told me that she was going to check if the physician I was seeing was approved by my insurance. I told her she was—I made surte of that since otherwise I'm the one who would have to pay the bill. Two hours later the doctor at the clinic told me what I already knew that the doctor was in-network and that the referral was approved.

I wasted a whole afternoon for a simple referral that should've taken only 5 minutes and could have been done over the phone.
