Paypal gave money to fraudlent sellers... I did not receive my merchandise or my refund

I have three separate transactions. I purchased merchandise from 3 sellers. I did not receive my merchandise and paypal did not refund my money.

It is almost $9,000.00 and the sellers have my money and did not provide me with my merchandise or did not respond to any of my emails.

Paypal is now telling me they are working on this and after it is resolved my account will be closed.

I am the victim and I am being treated like I did something wrong. I am not receiving any answers from Paypal. I thought the money would be safe thru Paypal.
