Did not ship merchandise but charged my credit card. Answers phone with voice mail only. Philadelphia Pennsylvania

I purchased a dog gate from doggate.com. I never received the merchandise but my credit card was charged by TopMan Merchants. I ordered the gate on January 1. There is no contact with Dog Gates other than a telephone number (1-800-216-1359) and there is no answer, only voice mail. Their Email address does not answer my innumerable Emails.
