Pedipaws Took my money, charged me but did not send product. Refused to give me a refund until I returned the product which I never got to start with

Pedipaws placing orders under a company named Telebrands, took my money, charged me but did not send product. Refused to give me a refund until I returned the product which I never got to start with. Keep telling me to call back in a week. Says it is in the process of shipping but they don't have the product, but they continue to take orders for something they do not have.
