Possibly Illegal Tactics regarding "Deferrment" and "Rate Reduction" on second mortgage

My husband and I have a second mortgage on our home through Franklin Credit Management. Our home went into foreclosure after our short sale fell through (after Franklin Credit refused to even contact our realtor or sign off on any paperwork until they got a side note for the remainder of what we owed to them - we didn't know they wanted this until the seller had already walked). We came to an agreement with Countrywide, our first mortgage holder, on an awesome loan modification, which is currently in effect.

We've have been trying to deal with Franklin for approximately 12 weeks now. I've heard a different story/angle from each representative I've spoken with (well over 12 different people). The bottom line is that they want a "good faith" payment before they will put a deferrment or rate reduction on paper. We would be more than willing to do this, if we felt they would honor their word. They will tell us ANYTHING, just to get that payment.

We want to get back on track with them, but we can't ever get anything in writing from them - one rep. Actually told us he WOULD put his offer in writing, then mysteriously disappeared from the office for two weeks, when we tried to get a hold of him, wondering why we had still not received anything from them. The latest person, claimed to be a "supervisor" said he would fax all documentation on the deferment and rate reduction (which sounded pretty good), to my husband's work - that was last week, and no paperwork, AGAIN!!! Now, he's not answering the phone number he gave me (in fact, no one is).

Countrywide was very legitimate in how they dealt with us, and we so appreciated being treated that way. Yes, our credit is in the toilet - but we knew we were in over our heads, and we tried to sell the house specifically to avoid the foreclosure process - we wanted to do the right thing - and we STILL want to do the right thing. How can we deal with Franklin, and get ourselves back on track with them, if they keep acting like con artists, who never have the same answer twice? We don't trust them - they have not kept their word one single time since we tried to work something out (after the sale fell through). What do you do when a company's dealings are shady, and you can't trust them - but they have a lien on your family home? Thanks in advance for any help/advice you can give.
