Paid in advance for colorized state quarters for 10 years only received 8 years

My dad ordered the colorized state quarters. He was receiving 5 quarters a year. So far he has received 8 years.

He did not receive any quarters for 2007 and he tried to call but the number has been disconnected.

They stopped without warning or notice.
