Charged for a game Majohng that I did not receive Was Not Given

The fraudulent web site which is the front for "Billingsvc.com:
http://www.bigfishgames.com/download-games/genres/3/mahjong.html

This is the link that used "Billingsvc.com" to bill my debit card. I received nothing from them when trying to download the game.
