Fraudulent Collections Claims I owe them money for services I never ordered or had... Portland

I also received a collection notice from CBCS for AT & T Broadband service in the amount of $356.00. Funny that I have NEVER had AT&T Broadband, nor has AT&T Broadband existed since the end of 1999. How can I possibly owe money to a company who I've never had service with? I tossed the notice&they are beyone the SOL in my state anyway...
