Ripoff took my money I never got the credit card Bel Ai

I have been trying to get my money back from this co. For so long. First capital consumers group took my credit card fee of 199.00$ and promise me a credit card that i never received. I was so looking forward to having a credit card, i was contactd by this co.By telephone and asked if i needed a credit card. I gave them the money and never got the card. I also sent a certified letter and returned the packet back to first capital consumers group. Someone signed for the packet and my request for my money to be return on 07/09/02. And i have not received my refund of 199.00$ yet. Can u please help me get my money returned.
