Failure to deliver or return shipped item. Failure to Pay insurance claim

On October 22, I shipped a parcel (eBay sale and Paypal payment) to San Jose CA from Lockport IL. Parcel was shipped with delivery confirmation tracking and insurance coverage. Upon tracking the parcel with the delivery confirmation number, no information available. Item never arrived in California much less to the recipient's address. Time went by, recipient complained to Paypal and get a refund. Parcel was never returned to me even though all my parcels have an additional shipping label on the inside with my return address as well as the shipping address. I attempted to file a claim on the USPS website. Claim was denied and I was told to file at the post office. I went to the Lockport IL post office, received claim form sign and dated and mailed it in to USPS. After about 3 weeks, St. Louis claim office requested proof of value and payment from bidder. I called and spoke with claim rep. Was told I could not fax the information to them—it had to be mailed because they wanted the stamp revenue. Put the information in an envelope, stamped and mailed. Waited 4 weeks. Finally called. Spoke with another rep. He did some checking and told me he had located my claim on another worker's desk. He assured me a check would be cut in three days and mailed. Never happened. I went to the website and sent an email asking for an update of the claim. Representative emailed me and told me to file a claim online on the USPS website. That is what I tried to do the first time and was denied by the website. This is nothing but passing the buck. I do know that when the amount involved is under $50, the claim should be processed at my local post office and not referred to St. Louis. I still don't have the insurance refund nor do I have the item I shipped. I'm sure it was stolen. Even had the parcel opened or had its shipping label removed, my address and shipping address was on the inside of the item. USPS insurance claim service is lousy, claim representatives pass the buck and I'm going nowhere fast. This has been going on since November 19 and involves a whopping $20.50.
