Taking over five months to get security deposit refunded

The River Oaks/Avalon Oaks apartment complex management has really been going downhill over the past year to year and a half. I lived there from 2007 and my family and I really liked it at the beginning. The management office was responsive and worked with tenants. The situation is not the same today and hasn't been for some time. Once the management changed we started to see little changes for the worse like the office hours shortening where the office opened (10:00) after normal adults have to be at work and closing before people were home from work (5:00). There was a two and a half week stretch where the landscaping company didn't mow the lawn on the property in the early summer of 2007. It was embarassing to have anybody over to our place since the complex looked awful.

The last straw with this place has been occurring over the last 5 months. We moved out in July and I still have not received the full refund of my security deposit. It took the maintenance department about a month and a half after my final walk-through with them to even submit the paperwork to the office detailing what charges should come out of our security deposit to determine what we would be refunded. I was told that there were so many tenants moving in and out at the time that they couldn't get to my paperwork. They finally got to it and determined that $50 should be taken out of the deposit to cover minor wear and tear. About three weeks later I received a letter detailing the amount they were taking out ($50) and the amount I would be refunded, which they listed as $50. That would be fine but we paid a $200 security deposit, not $100. This was clearly printed in the lease agreement I and they had on file. I got the check for $50 about a week or two later.

Ever since early October I have been calling the complex office to explain their mistake and to get the $100 they still owed me. Every time I call I am told that they can only send an email to a single contact at the management company's office and this person rarely responds. They refuse to give me this contact's email address or any phone number for the Avalon Oaks Apartment Management. Nearly two and a half months after first reporting the issue to the complex office and 5 months after moving out, I still do not have the rest of the deposit check.

I just spoke to the Avalon Oaks Apartment Management headquarter office (by using the number listed in the complaint I am tacking onto) and they told me the same thing. All they could do was email this contact and that I should just call them in two and a half weeks to let them know if I still don't have the check. They still refuse to give any number to any other contact in the company out and the clock is still running on when they will send the money they owe me due to their mistake.

If the table were turned and I owed them $100 for 5 months, no doubt they would have either turned me into a credit collection agency or even pursued eviction. Yet they have absolutely no effective way to report/escalate issues they are causing. I know $100 isn't a ton of money, but it's the principle and $100 is worth a lot less to an apartment complex management company. This has never happened to me with any other apartment complex. I am no longer a tenant and they are still screwing me over...
