Letter Claims $129 Owed on Account I Never Opened

I received a letter from Elan Financial Services. The letter said that I owe $129.00, with a past due amount of $40, on an account ending in 8917. It also said to mail payments to PO Box 790408, St. Louis, MO 63179-0408, and to call 1-877-838-4347 if I have difficulty making payments.

This letter is definitely a scam letter because I do not have any accounts with this company.
